Central Intelligence Agency Code of Conduct
Introduction
The Law Society of the Central Intelligence of Habboon participates with the Habboon way in the development of a proper environment and equal opportunity for all workers. This form of conduct applies to everyone working within the department. Code of Professional Conduct that serve well as a practical guide for all workers. Anyone find out of bounds from this conduct will face several consequences.
Section 1.1 - The Basic Rules
The basic rules that you find used in the CIA are written in the training script as for instructional use on recruits.
The following behaviors are NOT acceptable:
Asking for promotions, pay or rights
Scamming anyone within the CIA
Use of any foul language within base even if you think is necessary
Use of Effect, Colored Text, or Capital letters (LIKE THIS)
Discrimination against anyone regarding rank, race, creed or gender
Going away from keyboard (AFK) or be right back (BRB) on any of the CIA stations
Spamming within any of the CIA or alliance agencies’ rooms
Not calling a superior rank sir/ma’am under any formal situation
Not following orders given by a superior rank
Abuse of power regarding rank, rights, or admin
Selling ranks within CIA without being authorized (without Payment Badge)
Letting anyone in without the proper badge, uniform or motto
Double jobbing (working for another agency while working for CIA)
Disloyalty towards CIA or Clicker himself.
Speaking another language than English while at a station, or elsewhere than the lobby.
Failing to obey Section 1.1 may result in facing several consequences (Section 1.3)
Section 1.2 - The Frequent Commands in CIA
Commands are used to help regulate and show order within the headquarters and connecting rooms. They are to be adhered to by all Staff members.
Commands are as followed:
FTF (Fill the Front): Sit at the front desks of the base and recruit people to work for CIA.
FTS (Fill the Security): Sit in Security and manage who comes inside base.
FTB (Fill the Back): If you need to AFK or in the case that all working stations are full, you may choose the option to sit on the couches at the backside of headquarters.
BTB (Back to Base): Go back to the CIA main base, no questions asked.
ATT (At Attention): Stand in front of the superior rank that called AA, wave, and say: ‘Yes Sir/Ma’am!’
AE (At Ease): Go back to what you were doing. (If you are in AA, don't leave unless you hear AE).
Misuse of commands will lead to further repercussion.
Section 1.3 - Promotion Policy
Promotions are given as a reward for those that contributed to CIA's development and is proven him/herself ready for new challenges. However to make sure the promotion in CIA are fair, you are to not exceed your promotion limits shown in official rank list tab. You must use PROPER tag to promote, and you must stick with that tag to prevent confusions. If you are in need to change your tag, you must not promote for 1 week and notify at least 3 founders. Tags should be 2-4 letters long, if you exceed 4 letters long, you will be ask to change it.
Section 1.4 - The Consequences
If you fail to abide by the rules stated in Section 1.1, you may face one of the following consequences. Any disciplinary action can only be taken from a higher rank that is eligible to promote you. The following consequences are listed from lightest to the heaviest. Be sure to do your best to avoid them by following the rules in Section 1.1 carefully.
a) A strike might be issued for the first and second offense.
b) A kick from the base might be issued if you continue your offense
c) If laws continue to be broken after several strikes and warning, you may receive a small demotion that can range from 1-3 ranks below your immediate rank.
d) After a small demotion, there is a possibility you may be fired, or get a more heavier demotion.
e) A larger offense results in receiving heavier consequences, that means, an immediate heavy disciplinary action may be handed out for one single offense.
f) You may receive an one hour ban from the CIA base or any of the CIA rooms if your offence conflicts with the state of CIA directly
g) If you are a badge admin or a rights holder, you may get them suspended or removed.
Section 1.5 - CIA Strike System
If you fail to abide by the CIA regulations, a disciplinary system will be imposed in the form of strikes. These strikes will be given and increased each time that an offense is made.
Strike system is as followed:
1. A warning is given to the offender.
2. Strike one is given to the offender.
3. Strike two is given to the offender. (You will be demoted)
4. Strike three is given to the offender. (You will be fired)
Note: Under some situations, the strike system can be ignored like in times of a serious offence.
If you are fired, you have a minimum of 2 weeks sentence before eligible for return to the CIA. Your return is to be approved by a Founder and the individual that discharged you.
Section 2.3 - The CIA Rights Holders
Having rights in CIA is a great privilege, and should NOT be played around with. Having rights in CIA means that you are responsible enough to protect and operate the CIA base. As stated in Section 1.3, if you are demonstrating unacceptable behavior, you may have your rights taken away. If you ask for this privilege, you may not be able to get it in the future. For proper RR useage, read the Rights Policy under the Law and Ordertab on the CIA website.
Section 3.1 - Transfers
Transfers are critical towards the Central Intelligence Agency’s population and personnel’s experience. The people that can direct transfers are the rank holders of Presidential rank or higher. The usage of the transfer desk is not to recruit ,but to perform transfers. The current CIA transfer limit is on the transfer policy page, that means no one can transfer over their limit without having an ownership’s authorization. The agencies we are accepting transfers to are the ones that have 500 members or more on their standard ID badge. If someone is transferred out of limit, there will be severe actions taken. If there is no one to assist a transfer, you inform the person who needs transfer to access NOPDhabbo.com and fill out a transfer form under Law and Order.
An Ownership+ have right to place people on never hire/transfer as the person have shown their disloyalty by transferring in and out.
Section 3.2 - Alliances
Alliances are always important when it comes to running a Police Department. They are to be treated with utmost respect. We have several rules when it comes to allies there is always those members that causes problems with them and don't know if there allies at the time of their acts. The rules for allies are listed here:
Do not raid or troll an allied base, it could cause loss of allies’ trust and even destroy an alliance all together.
Do not mistreat an allied member inside CIA unless they are infact causing a disturbance such as raiding, trolling, or saying hateful things.
Allies are allowed the VIP badge.

Section 4.2 - Clones
Cloning another habbo’s outfit/face is an act of disrespectfulness. Do not clone anyone in CIA for a long period of time, unless it’s for a recreational event. Anyone found cloning someone will be asked to change. Several clonings might lead you to immediate kick from the HQ.
If the individual being cloned agree'd to being cloned, then that will be an acceptation.
Section 4.3 - Leave Of Absence And Badge Clearance
If you are going to be absent for more than 5 days within the CIA. You must post on forums and request the Leave of absence badge in order for the LOA to be valid. Your rank must be over Senior rank in order for your LOA to be flied.
Founders will regularly get together and clear ANYONE that are not on the LOA badge and has been inactive for more than 14 days. If you are cleared, you are to post on forums and come back with a 1-5 rank demotion unless provided with valid excuse.

The CIA site is the resource everyone in CIA should use. Registering an account is mandatory. The site has everything you need: training scripts, rank lists, rules, and a lot more. Often you cannot get through your CIA day without accessing the site. It is good to check the site/forums daily for any important event or update.
Section 5.2 - Forum Useage
The CIA Forum was made so that CIA members may communicate with each other without having to be in Habboon. With many sections to our forums, there are different uses for each of them. For example, General Discussion is to talk about general things in CIA while Random Discussion is used for things OUT of CIA that members wish to talk about. Some discussions are for mainly one thing, such as Promotion Tags, Transfers, Fired Members, and Alt Characters. In order to stay on the CIA forums, you must follow certain rules. These rules are as follows:
Do not bully anyone on the forums.
Do not use racist language, or be disrespectful based on gender/creed/rank.
Not to cause any kind of fight or trouble
Not to use foul language within the forums
Never say anything against an alliance or CIA
Do not start any false accusations or rumors
Section 5.3 - Forum Consequences
If you are not demonstrating proper use of the forums, (as stated in Section 5.2) there may be consequences as following:
Suspension of your forums account.
Removal of your forums account.
If you are a Moderator on the forums, a removal of your mod powers may be possible if you fail to obey Sections 5.1 or 5.2
Demotion of ranks in CIA
Serious offence to forums might result you in being fired.
These consequences can apply to anyone who is not following the proper use of the forums.
